Resolutions of the National Conference on Inclusive Education 2008, Addis Ababa

  1. The Ministry of Education (MoE) and the Regional Educational Bureaus (REBs) will work cooperatively with all stakeholders to reach the target set in the ESDP V programme including:
    • 75% of children with SEN enrolled in primary schools
    • 800 RCs will be established
    • 24 % will have SNE teachers
  2. The Ministry of Education will take a leading role and cooperation regarding the implementation of SNE Master Plan building on the input from the National Conference. The pillars of the Master Plan will be used as initials for planning and focus of implementation by MoE, REBs, Universities, and other stakeholders.
  3. Ownership and responsibilities will be clearly established from schools up to MoE to assure equal access to quality inclusive education for all.
  4. Each stakeholder will take the responsibility to strengthen efforts for community mobilization and raising the awareness of society to bring all children to schools.
  5. The Colleges of Teacher Education, Universities, REBs, and MoE will give attention to prepare teachers and school leaders for inclusive education.
  6. REBs will take responsibility to establish and strengthen inclusive education resource centres and their roles will be diversified to share experiences, learning materials, and utilization as training centres. Development partners, disabled peoples ́ organisations, and non-governmental organisations and other stakeholders are encouraged to support REBs in these efforts.
  7. Each stakeholder commits to sharing best practices in inclusive education and learning
  8. Mass media will be used to disseminate awareness programs in the country, and the inclusive concept will be introduced.
  9. Research and collection of reliable information related to children with special educational needs and support systems will be strengthened at all levels and be utilized for expansion and improvements of inclusive education.
  10. REBs, zones and woredas will be responsible to plan and set annual targets for achieving the joint commitment for inclusive education as stipulated in ESDPV.
